• भारतीय प्रधानमंत्री नरेंद्र मोदी ने विजया राजे सिंधिया के जन्म शताब्दी समारोह के अवसर पर 100 रुपये का एक सिक्का जारी किया। उन्हें ग्वालियर की राजमाता के रूप में भी जाना जाता था और उनका जन्म 1919 में आज ही के दिन हुआ था।
• विजया राजे सिंधिया ने कांग्रेस से अपने राजनीतिक जीवन की शुरुआत की थी और बाद में भाजपा की मूल पार्टी, जनसंघ का सदस्य बनने से पहले स्वातंत्रता पार्टी में शामिल हुईं।

 दिल्ली और राष्ट्रीय राजधानी क्षेत्र के लिए ग्रेडेड रिस्पांस एक्शन प्लान

• प्रदूषण पर लगाम लगाने के लिए पर्यावरण प्रदूषण (रोकथाम और नियंत्रण) अथॉरिटी ने दिल्ली, हरियाणा और उत्तर प्रदेश की सरकारों को निर्देश दिया है कि आवश्यक और आपातकाल सेवाओं को छोड़कर डीजल जनरेटर को प्रतिबंधित किया जाए।
• प्रदूषण नियंत्रण अथॉरिटी ने गुरुवार दिल्ली और उसके आसपास के इलाकों में वायु प्रदूषण से लड़ने के लिए कठोर नियम को 15 अक्टूबर से लागू करने को कहा है। यह अथॉरिटी सुप्रीम कोर्ट की देख रहने में काम कर रहा है अथॉरिटी द्वारा बनाए गए कठोर नियम (Graded response Action Plan) ग्रेडेड रिस्पांस एक्शन प्लान (GRAP) का एक हिस्सा है।
• ग्रेडेड रिस्पॉन्स एक्शन प्लान (ग्रैप) के तहत 15 अक्टूबर से दिल्ली एनसीआर में आपात सेवाओं को छोड़कर बाकी सभी कार्यों के लिए डीजल जनरेटर के उपयोग पर प्रतिबंध रहेगा। दिल्ली और राष्ट्रीय राजधानी क्षेत्र के इलाके जैसे नोएडा, गुरुग्राम, गाजियाबदा, फरीदाबाद, ग्रेटर नोएडा में ये प्रतिबंध लगाया जा रहा है। इसके अलावा हाइवे और मेट्रो जैसी बड़ी परियोजनाओं में निमार्ण कार्य के लिए प्रदूषण नियंत्रण बोर्ड से मंजूरी लेना अनिवार्य होगा।

विश्व आर्थिक मंच वार्षिक बैठक 2021 दावोस से ल्यूसर्न स्थानांतरित

• विश्व आर्थिक मंच ने 7 अक्तूबर को यह घोषणा की कि वर्ष 2021 का वार्षिक सम्मेलन स्थगित होकर अगले वर्ष के 18 से 21 मई तक आयोजित होगा। सम्मेलन का स्थल भी दावोस से स्विट्जरलैंड के बुएरगेनस्टोक तक स्थानांतरित किया जाएगा।
• विश्व आर्थिक मंच ने बल देते हुए कहा कि वार्षिक सम्मेलन केवल इसमें भाग लेने वालों और आयोजकों के स्वास्थ्य व सुरक्षा को सुनिश्चित करने की पूर्वशर्त पर आयोजित किया जा सकेगा।
• विश्व आर्थिक मंच सरकारी व निजी कंपनियों के बीच सहयोग को बढ़ावा देने वाला एक अंतर्राष्ट्रीय संगठन है। जिस का मुख्यालय जिनेवा में स्थित है। हर साल आर्थिक मंच का वार्षिक सम्मेलन दावोस में आयोजित होता है। लेकिन C-19 महामारी के कुप्रभाव से मंच ने इस वर्ष के अगस्त में वर्ष 2021 वार्षिक सम्मेलन को स्थगित करने की घोषणा की।

 जेनेटिक मॉडिफाइड गेहूं की खपत को मंजूरी देने वाला पहला देश बना अर्जेंटीना

• अर्जेंटीना जेनेटिक मॉडिफाइड गेहूं को उगाने और उसकी खपत को मंजूरी देने वाला पहला देश बन गया है| यह जानकारी अर्जेंटीना के कृषि मंत्रालय द्वारा जारी विज्ञप्ति में सामने आई है| जिसके अनुसार अर्जेंटीना ने सूखे से निपटने में सक्षम जीएम गेहूं की फसल को मंजूरी दे दी है| गौरतलब है कि दुनिया भर में अर्जेंटीना गेहूं का चौथा सबसे बड़ा निर्यातक देश है|
• अर्जेंटीना के राष्ट्रीय विज्ञान और प्रौद्योगिकी आयोग ने एक बयान जारी कर कहा है कि "दुनिया भर में यह पहला मौका है जब किसी देश ने जेनेटिक मॉडिफाइड गेहूं को उगाने और उसकी खपत को मंजूरी दी है|"
• अर्जेंटीना ने जिस जीएम गेहूं की फसल को मंजूरी दी है उसे एचबी 4 नाम दिया है इसे अर्जेंटीना की बायोटेक्नोलॉजी कंपनी बायोसीरस और नेशनल यूनिवर्सिटी ने राष्ट्रीय विज्ञान और प्रौद्योगिकी आयोग की मदद से विकसित किया गया है| इस फसल (एचबी 4) पर एक दशक तक किए गए परीक्षण से पता चला है कि सूखे की स्थित में यह फसल, अन्य की तुलना में 20 फीसदी ज्यादा उपज देती है|

 बैंकिंग और अर्थव्यवस्था

निर्मला सीतारमण ने उपभोक्ता मांग को बढ़ाने के लिए 73,000-करोड़ रूपयें की घोषणा की

• वित्त मंत्री निर्मला सीतारमण ने 12 अक्टूबर 2020 को नई दिल्ली में वीडियो कॉन्फ्रेंसिंग के माध्यम से 43 वीं GST परिषद की बैठक की अध्यक्षता की।
• सीतारमण ने पूंजीगत व्यय को बढ़ावा देने और अर्थव्यवस्था में उपभोक्ता मांग को प्रोत्साहित करने के लिए कई उपायों की घोषणा की, जिनकी अनुमानित लागत 31 मार्च 2021 तक 73,000 करोड़ रुपये है।
• वित्त मंत्री निर्मला सीतारमण ने आज घोषणा की कि सरकारी कर्मचारी LTC के लिए नकद वाउचर का लाभ उठा सकते हैं यदि वे महामारी के कारण यात्रा नहीं कर सकते हैं। कर्मचारी 12 प्रतिशत या उससे अधिक जीएसटी को आकर्षित करने वाली वस्तुओं को खरीदने के लिए पैसे का उपयोग कर सकते हैं, जिससे उपभोक्ता मांग बढ़ सकती है। हालांकि, कर्मचारी केवल एलटीसी कैश वाउचर को डिजिटल मोड के माध्यम से और 31 मार्च 2021 से पहले जीएसटी के तहत पंजीकृत स्थानों पर खर्च कर सकते हैं।
• सरकार ने यह भी घोषणा की कि उत्तर-पूर्व के राज्यों को 1,600 करोड़ रुपये का 50-वर्षीय ब्याज-मुक्त ऋण मिलेगा और हिमाचल प्रदेश और उत्तराखंड को 900 करोड़ रुपये मिलेंगे। इस राशि को 31 मार्च 2021 तक खर्च किया जाना है। अन्य राज्यों को भी वित्त आयोग के विकास में उनके हिस्से के अनुपात में 7,500 करोड़ रुपये का ऋण मिलेगा।
• वित्त मंत्री सीतारमण ने कहा कि आधी राशि शुरू में ही वितरित कर दी जाएगी और दूसरी राशि का उपयोग किए जाने के बाद दूसरी राशि का वितरण किया जाएगा। इसके अलावा, सरकार ने सड़क, जल आपूर्ति, शहरी विकास और रक्षा बुनियादी ढांचे सहित घरेलू उपकरणों के निर्माण पर खर्च के लिए केंद्र के पूंजीगत व्यय बजट को 25,000 करोड़ रुपये से बढ़ाकर 4.13 लाख करोड़ रुपये कर दिया।

• रॉयल स्वीडिश एकेडमी ऑफ साइंसेज (Royal Swedish Academy of Sciences) ने Sveriges Riksbank (स्वीडन के केंद्रीय बैंक) पुरस्कार 2020 को अल्फ्रेड नोबेल की स्मृति में आर्थिक विज्ञान के क्षेत्र में पॉल आर मिल्ग्रोम और रॉबर्ट बी. विल्सन को नीलामी के सिद्धांत और नए नीलामी प्रारूपों के आविष्कारों में सुधार के लिए पुरस्कार देने का फैसला किया है।
• इस वर्ष के लॉरेट्स, पॉल मिलग्रोम और रॉबर्ट विल्सन ने अध्ययन किया है कि नीलामी कैसे काम करती है। उन्होंने सामानों और सेवाओं के लिए नए नीलामी स्वरूपों को डिजाइन करने के लिए अपनी इनसाइट का उपयोग किया है जो कि पारंपरिक तरीके से बेचना मुश्किल है, जैसे कि रेडियो फ्रिक्वेंसी। उनकी खोजों ने दुनिया भर के विक्रेताओं, खरीदारों और करदाताओं को लाभान्वित किया है।

• आपदा न्यूनीकरण के लिए संयुक्त राष्ट्र अंतर्राष्ट्रीय दिवस 13 अक्टूबर को विश्व स्तर पर मनाया जाता है।
• यह दिवस जोखिम-जागरूकता और आपदा में कमी की वैश्विक संस्कृति को बढ़ावा देने के लिए मनाया जाता है और यह भी मनाता है कि कैसे दुनिया भर के लोग और समुदाय आपदाओं के लिए अपने जोखिम को कम कर रहे हैं और उन खतरों के बारे में जागरूकता बढ़ा रहे हैं जो उनके सामने आते हैं।
• आपदा जोखिम न्यूनीकरण के लिए इस वर्ष का अंतर्राष्ट्रीय दिवस सभी शासन के बारे में है।

PM releases Rs 100 commemorative coin to honour Vijaya Raje Scindia

• On 12 October 2020, Prime Minister Narendra Modi released a commemorative coin of Rs 100 to mark the birth centenary of Rajmata Vijaya Raje Scindia, one of the founder member of the ruling BJP, through a virtual ceremony.
• The special coin has been minted by the Ministry of Finance.
• Vijaya Raje Scindia, who dedicated her life to poor people, is also popularly known as the Rajmata of Gwalior.

 Graded Response Action Plan for Delhi & NCR

• The Supreme Court-appointed Environment Pollution (Prevention & Control) Authority (EPCA) has directed the Delhi and National Capital Region (NCR) states to implement air pollution control measures listed under the “very poor” and “severe” category of Graded Response Action Plan (GRAP). These measures will come into force from October 15, 2020 to improve the air quality of the Delhi-NCR region.
• As per the directions given by the EPCA, the diesel generators will no longer be used in Delhi and NCR towns including Noida, Greater Noida, Ghaziabad, Faridabad, Gurgaon and others with effect from October 15. The generators will only be used for emergency and essential services.
• Moreover, the Pollution control authorities will carry out the night patrolling to investigate dust, industrial emissions and burning of waste. The pollution monitoring body has also directed the authorities to undertake frequent sprinkling of water on roads.

World Economic Forum shifts annual meeting 2021 from Davos to Lucerne

• The World Economic Forum (WEF) said it will hold its Annual Meeting 2021 in Lucerne-Burgenstock, Switzerland, from May 18 to 21, as against the traditional venue of ski resort town Davos in January-end.
• The change in schedule and venue was necessitated by the C-19 pandemic.

Argentina becomes 1st nation to approve genetically modified wheat

• Argentina has approved HB4 drought-resistant GMO wheat, making it the first country in the world to approve a strain of GMO wheat.
• The drought-resistant HB4 wheat variety was developed by Argentine biotechnology company Bioceres, working with the National University and Conicet.
• Bioceres’ HB4 wheat is resistant to drought and tolerates the herbicide glufosinate sodium, a combination the company says can help boost yields on dry years.

Nirmala Sitharaman Announces Rs.73,000-Crore Measures To Boost Consumer Demand

• Finance Minister Nirmala Sitharaman chaired the 43rd GST Council meeting through video conferencing in New Delhi on 12 October 2020.
• Sitharaman announced several measures to boost capital expenditure and stimulate consumer demand in the economy, which are are estimated to cost Rs 73,000 crore by 31 March 2021.
• Finance Minister Nirmala Sitharaman today announced that government employees can avail cash voucher for LTC if they can’t travel due to pandemic. Employees can use the money to buy items attracting 12 per cent or more GST, increasing consumer demand. However, employees can spend an LTC cash voucher only through digital mode and at places registered under GST before 31 March 2021.
• The government also announced that the north-east states will get 50-year interest-free loans of Rs 1,600 crore and Himachal Pradesh and Uttarakhand will get Rs 900 crore. The amount has to be spent by 31 march 2021. Other states will also get Rs 7,500 crore loans in proportion to their share in Finance Commission evolution.
• FM Sitharaman added that half of the amount will be disbursed initially and the second part will be disbursed once the previous amount is utilised. Further, the government increased the centre’s capital expenditure budget by Rs 25,000 crore from Rs 4.13 lakh crore for expenditure on the road, water supply, urban development, and defence infrastructure including manufacturing domestic equipment

Nobel Prize in Economic Sciences 2020 announced

• The 2020 Nobel Prize in Economic Sciences has been awarded jointly to Paul R. Milgrom and Robert B. Wilson “for improvements to auction theory and inventions of new auction formats”
• The award is officially known as the Sveriges Riksbank Prize in Economic Sciences in Memory of Alfred Nobel 2020.
• The laureates in economic sciences are selected by the Royal Swedish Academy of Sciences in Stockholm.
• It comes with a gold medal and a cash award of 10 million Swedish krona ($1.12 million).

Sarah Hall becomes first writer to win BBC National Short Story Award twice

• Sarah Hall has become the first writer to win the BBC national short story award twice, with judges describing her as a virtuoso of the form.
