केंद्रीय बजट 2020-21 को वित्त मंत्री निर्मला सीतारमण द्वारा प्रस्तुत किया गया:

आर्थिक विकास को पुनर्जीवित करने और लोगों की आय को बढ़ावा देने के लिए वित्त मंत्री निर्मला सीतारमण द्वारा प्रस्तुत केंद्रीय बजट 2020। बजट तीन विषयों पर आधारित है-

• महत्वाकांक्षी भारत
• आर्थिक विकास
• केयरिंग सोसायटी

वित्तमंत्री ने कहा कि इन तीन विषयों में महत्वाकांक्षी भारत, आर्थिक विकास और केयरिंग सोसायटी है।

इसमें स्वास्थ्य भी शामिल है, जो शिक्षा व बेहतर रोजगार के अलावा मूल स्तंभों में से एक है। वित्त मंत्री ने यह कहकर अपना भाषण शुरू किया कि बजट 2020-21 आय बढ़ाने और लोगों की क्रय शक्ति में सुधार करने के लिए है। चालू वित्त वर्ष में राजकोषीय घाटा सकल घरेलू उत्पाद  का 3.8% अनुमानित है, और सरकार का लक्ष्य मार्च 2021 के अंत तक वित्तीय वर्ष में इसे घटाकर 3.5 प्रतिशत (2020-21 के लिए बजट अनुमान) करना है। उन्होंने स्वास्थ्य सेवा क्षेत्र को 69,000 करोड़ रुपये और प्रधान मंत्री नरेंद्र मोदी के प्रमुख स्वच्छता कार्यक्रम स्वच्छ भारत मिशन को 12,300 करोड़ रुपये का प्रस्ताव दिया। वित्त मंत्री ने घरों में पाइप्ड पानी की आपूर्ति के लिए एक और 3.6 लाख करोड़ रुपये रखे।

केंद्रीय बजट 2020 की मुख्य विशेषताएं:

5 लाख से 7.5 लाख रुपये तक की आय वालों के लिए आयकर 20 प्रतिशत से 10 प्रतिशत तक काटा जाएगा। 7.5 से 10 लाख रुपये की आय वालों के लिए आयकर 20 प्रतिशत से 15 प्रतिशत तक काटा जाएगा। 10 से 12.5 लाख रुपये की आय वालों के लिए आयकर 30 प्रतिशत से 20 प्रतिशत तक काटा जाएगा।15 लाख रुपये से अधिक आय वालों के लिए 30 प्रतिशत कर की दर अभी भी लागू होगी। 5 लाख रुपये कमाने वालों के लिए कोई कर नहीं होगा और 690 बिलियन रुपये हेल्थकेयर खर्च पर खर्च होंगे।

गांव संग्रहण योजना:

• महिलाएं, SHGs को धान्या लक्ष्मी के रूप में अपना पद पुनः प्राप्त किया।
• वेयरहाउस डेवलपमेंट एंड रेगुलेटरी अथॉरिटी (WDRA) के मानदंडों के अनुरूप

वेयरहाउसिंग:

• राज्य सरकारें जो मॉडल कानूनों (केंद्र सरकार द्वारा जारी) को लागू करने के लिए प्रोत्साहित करती हैं।

पशुधन:

2025 तक 53.5 मिलियन मीट्रिक टन से 108 मिलियन मीट्रिक टन दूध प्रसंस्करण।

क्षमता का दोहरीकरण:

बजट में ये भी कहा गया कि कृत्रिम गर्भादान को मौजूदा 30 प्रतिशत से बढ़ाकर 70 प्रतिशत किया जाएगा।

फुट एंड माउथ डिजीज, मवेशियों में ब्रुसेलोसिस और भेड़ और बकरी में पेस्ट डेस पेटिट्स राइमिनेंट्स (PPR) को 2025 तक खत्म कर दिया जाएगा।

दीन दयाल अंत्योदय योजना:

गरीबी उन्मूलन के लिए 58 लाख एसएचजी के साथ लगभग 0.5 करोड़ परिवार जुटे।

शिक्षा और कौशल:

• नई शिक्षा नीति जल्द ही घोषित की जाएगी।
• राष्ट्रीय पुलिस विश्वविद्यालय और राष्ट्रीय फोरेंसिक विज्ञान विश्वविद्यालय ने पुलिसिंग विज्ञान, फोरेंसिक विज्ञान और साइबर-फोरेंसिक के लिए प्रस्ताव दिया। राष्ट्रीय संस्थागत रैंकिंग फ्रेमवर्क में शीर्ष -100 संस्थानों द्वारा डिग्री स्तर पूर्ण ऑनलाइन शिक्षा कार्यक्रम।
• शहरी स्थानीय निकायों द्वारा प्रदान किए जाने वाले नए इंजीनियरों को 1-वर्षीय इंटर्नशिप तक।बजट में PPP मोड में एक मौजूदा जिला अस्पताल में एक मेडिकल कॉलेज संलग्न करने का प्रस्ताव है।
• स्वास्थ्य के मंत्रालयों और कौशल विकास द्वारा डिजाइन किए जाने वाले विशेष पुल पाठ्यक्रम।

परिवहन:

• 2024 तक 100 और हवाई अड्डों की योजना है
• 12 लॉट में 6,000 किलोमीटर से अधिक राजमार्गों को 2024 तक विमुद्रीकृत किया जाएगा
• एक प्रमुख हवाई अड्डे का निजीकरण किया जाएगा

किसानों के लिए 16-सूत्रीय कार्य योजना:

सरकार कृषि और ग्रामीण क्षेत्रों जैसे सिंचाई के लिए 2.83 लाख करोड़ रुपये आवंटित करने के लिए 2022 तक किसानों की आय दोगुनी करने के लिए प्रतिबद्ध है।

• ऐसी योजनाएँ जो मोबाइल फोन, इलेक्ट्रॉनिक उपकरण और अर्धचालक पैकेजिंग के निर्माण को प्रोत्साहित करती हैं
• पूरे देश में डेटा सेंटर पार्क बनाने के लिए निजी क्षेत्र को प्रोत्साहित किया जाएगा
• क्वांटम प्रौद्योगिकियों और अनुप्रयोगों के लिए प्रदान किए जाने वाले पांच वर्षों में 80 अरब रुपये
• 2025 तक दुग्ध प्रसंस्करण क्षमता दोगुनी हो जाएगी।

कम लागत वाले उपग्रह प्रक्षेपण वाहनों के लिए तैयार इसरो:

• भारतीय अंतरिक्ष अनुसंधान संगठन (इसरो) 30-35 करोड़ रुपये की लागत वाले सस्ते उपग्रह प्रक्षेपण वाले वाहनों को बनाने की योजना बना रहा है जो 500 किलोग्राम वजनी उपग्रहों को आसानी से कक्षा में स्थापित कर सकेगे।
• इसरो अगले चार महीने में इसी कड़ी में पहला उपग्रह लांच कर सकता है।

फ्लेम-थ्रोटेड बुलबुल ‘रुबिगुला’ का गोवा में राष्ट्रीय खेल 2020 के लिए आधिकारिक शुभंकर के रूप में अनावरण किया गया:

• गोवा के पणजी में आयोजित होने 2020 के राष्ट्रीय खेलों के आधिकारिक शुभंकर 'रुबीगुला', फ्लेम-थ्रोटेड बुलबुल (कलगी बुलबुल) का अनावरण किया गया है।
• गोवा 2020 राष्ट्रीय खेलों के लिए आधिकारिक शुभंकर का अनावरण 01 फरवरी 2020 को गोवा के मुख्यमंत्री प्रमोद सावंत ने केंद्रीय युवा मामलों और खेल मंत्री किरेन रिजिजू की उपस्थिति में किया।
• 'रुबिगुला' नाम के तहत फ्लेम-थ्रोटेड बुलबुल का आयोजन के लिए शुभंकर के रूप में अनावरण किया गया है। फ्लेम-थ्रोटेड बुलबुल गोवा का राज्य पक्षी है।

नियुक्ति और इस्तीफा

एम अजीत कुमार को CBIC के नए अध्यक्ष के रूप में नियुक्त किया गया:

• केंद्र सरकार ने एम अजीत कुमार को 31 जनवरी, 2020 को केंद्रीय अप्रत्यक्ष कर और सीमा शुल्क (CBIC) के अध्यक्ष के रूप में नियुक्त किया है। मोहम्मद अल्लावी को इराक के नए पीएम के रूप में नामित किया गया इराक़ के राष्ट्रपति बाराशलेह ने 1 फरवरी 2020 को पूर्व संचार मंत्री, मोहम्मद अल्लावी को देश का नया प्रधान मंत्री नामित किया है। अबिदाली नीमचवाला ने विप्रो के CEO और MD के रूप में कदम रखा।
• विप्रो के मुख्य कार्यकारी अधिकारी (CEO) और प्रबंध निदेशक (MD), अबिदाली जेड नीमचवाला ने फैसले के पीछे की वजह के रूप में "पारिवारिक प्रतिबद्धता" देते हुए पद छोड़ दिया है। भारतीय मूल के अरविंद कृष्णा को आईबीएम चीफ के रूप में गिन्नी रिओमेट्टी को सफलता मिली

• भारतीय मूल के अरविंद कृष्ण को अमेरिकी बहुराष्ट्रीय आईटी कंपनी इंटरनेशनल बिजनेस मशीन कॉर्पोरेशन (IBM) के नए मुख्य कार्यकारी अधिकारी (CEO) के रूप में नियुक्त किया है

 Union Budget 2020-21 is being presented by FM Nirmala Sitharaman:

Union Budget 2020 presented by Finance Minister Nirmala Sitharaman to revive economic growth and boost people's income. The Budget is based on three themes :

• Aspirational India
• Economic development
• Caring society

Union Budget 2020 was presented by Finance Minister Nirmala Sitharamanin, a bid to revive economic growth and boost people's income. The Budget is based on three themes - aspirational India, economic development for all, and caring society. The Finance Minister began her speech by saying that the Budget 2020-21 is for boosting income and improving the purchasing power of people. The fiscal deficit is estimated at 3.8 percent(revised estimate for 2019-20)of the gross domestic product in the current financial year, and the government aims to lower it to 3.5 percent (budget estimate for 2020-21) in the fiscal year ending March 2021. She proposed Rs 69,000 crore to the healthcare sector and Rs 12,300 crore to Prime Minister Narendra Modi's flagship cleanliness program Swachh Bharat Mission. Finance Minister earmarked another Rs 3.6 lakh crore towards the supply of piped water to households.

Highlights Of Union Budget 2020:

The income tax for those earning between Rs 5 lakh and Rs 7.5 lakh will be cut to 10 percent from 20 percent. The income tax for those earning between Rs 7.5 and Rs 10 lakh will be cut to 15 percent from 20 percent. The income tax for those earning between Rs 10 and Rs 12.5 lakh will be cut to 20 percent from 30 percent.The income tax for those earning between Rs 12.5 lakh and Rs 15 lakh will be cut to 25 percent from 30 percent. 30 percent tax rate will still be applicable for those earning above Rs 15 lakh. There will be no tax for those earning Rs 5 lakh and Rs 690 billion will be spent on healthcare spending.

Village Storage Scheme:

• Women, SHGs to regain their position as Dhaanya Lakshmi.NABARD to map and geo-tag agri-warehouses, cold storages, reefer van facilities, etc.
• Warehousing in line with Warehouse Development and Regulatory Authority (WDRA) norms:
• State governments who undertake the implementation of model laws (issued by the Central government) to be encouraged.
• Livestock:

Doubling of milk processing capacity to 108 million MT from 53.5 million MT by 2025.

Artificial insemination to be increased to 70% from the present 30%.

MNREGS to be dovetailed to develop fodder farms.

Foot and Mouth Disease, Brucellosis in cattle and Peste Des Petits ruminants (PPR) in sheep and goat to be eliminated by 2025.

Deen Dayal Antyodaya Yojana:

Around 0.5 crore households mobilized with 58 lakh SHGs for poverty alleviation.

Education and Skills:

• New Education Policy to be announced soon.
• National Police University and National Forensic Science University proposed for policing science, forensic science, and cyber-forensics.
• Degree level full-fledged online education program by Top-100 institutions in the National Institutional Ranking Framework.
• Up to 1-year internship to fresh engineers to be provided by Urban Local Bodies.
• The budget proposes to attach a medical college to an existing district hospital in PPP mode.
• Special bridge courses to be designed by the Ministries of Health, and Skill Development

Transport:

• 100 more airports are planned by 2024
• Over 6,000 km of highways in 12 lots will be monetized by 2024
• One major airport will be privatized

16-Point action plan for farmers:

The government is committed to doubling farmers' income by 2022 to allocate Rs 2.83 lakh crore for agriculture and rural sectors such as irrigation.

• Schemes that encourage manufacturing of mobile phones, electronic equipment, and semiconductor packaging be introduced
• Private sector to build Data Centre Parks throughout the country will be encouraged
• 80 billion rupees over five years to be provided for quantum technologies and applications
• Milk processing capacity to be doubled by 2025.

ISRO readying for low cost satellite launch vehicles:

• The Indian Space Research Organisation is readying low-cost satellite launch vehicles costing about Rs 30-35 crore each, which can put into orbit satellites weighing 500 kg.
• The first such launch from the country is expected to take place in the next four months.

Flame-Throated Bulbul ‘Rubigula’ Unveiled as Official mascot for National Games 2020 in Goa:

• The 36th edition of the National Games of India will be held from 20 October to 4 November 2020 in Goa.
• The official mascot for the Goa 2020 National Games was unveiled on 01 February 2020 by the Chief Minister of Goa Pramod Sawant in the presence of Union Minister of Youth Affairs and Sports Kiren Rijiju.
• The Flame-Throated Bulbul under the name ‘Rubigula’ has been unveiled as the mascot for the event.
• The Flame-Throated Bulbul is the state bird of Goa.

M Ajit Kumar Appointed as New Chairman of CBIC

• The Central government has appointed M Ajit Kumar as the Chairman of the Central Board of Indirect Taxes and Customs (CBIC) on 31 January 2020. Mohammad Allawi Named as new PM of Iraq
• The President of Iraq Barham Saleh has named former Communication Minister.

Mohammad Allawi as the country’s new Prime Minister on 1st February 2020.

Abidali Neemuchwala Steps Down as CEO and MD of Wipro

• The chief executive officer (CEO) and managing director (MD) of Wipro, Abidali Z Neemuchwala has quit the post, giving “family commitments” as the reason behind the decision.
• Indian-origin Arvind Krishna to Succeed Ginni Rometty as IBM Chief.
• Indian-origin Arvind Krishna has been appointed as the new Chief Executive Officer (CEO) of American multinational IT company International Business Machines Corporation (IBM).

• The 57-year-old will succeed long time CEO Ginni Rometty.
