A large proportion of Central Universities currently admits students on the basis of class 12 marks. The concern with the merit system is that different boards have different scoring systems. This makes the process of admission uneven in terms of opportunity and demographics.

Exam pattern will be clear after recommendations from the committee and the expected pattern is an Aptitude test carrying the majority of marks and a stream-specific exam if possible.

The common aptitude exam would consist of quantitative aptitude, English language, logical and intellectual reasoning.

Already 14 universities among 54 central universities conduct central university common entrance test(CUCET) every year, CUCET Exam Pattern consists of 100 questions of 2 hours duration with questions from English language, Numerical Aptitude/DI, Analytical skills, Reasoning, General Aptitude, and General Knowledge, having 1 mark for every correct answer and .25 marks deduction for every incorrect answer.

Vice-Chancellor of the Central University of South Bihar and a member of the seven-member committee, professor Harish Chandra Singh Rathore clearly stated that “the Central University Common aptitude test will comprise questions related to English Language, Mathematics/Data Interpretation, and intellect for considering admission in all 54 Universities".

"More important is a student's interest, aptitude, and ability to grasp concepts to excel in the field rather than the current system of evaluation through rote memory as revealed by the mark sheet of the 12th board exams," he added

He also quoted, "I think this system would bring a pedagogic improvement in the teaching and learning process as a whole which will impact students and teachers, as current teaching at the first level will shift from rote memorization and marks oriented learning to a basic understanding of concept and generation of the aptitude abilities that would be tested in this entrance examination."
